I think most of the documents were about Crossfire Hurricane and he wanted to preserve them from the FBI. He also declassified all the Crossfire Hurricane documents before he left the WH.

My guess is he traded them to Putin for a good deal on golf courses and hotels in Russia.

You are right legally. I doubt trump sees anything he does as stealing. In his mind everything belongs to him, whether it is women's bodies, or top secret government documents, and therefore he can just grab them when he wants.

Walt they were declassified as part of Crossfire Hurricane that is the reason Trump wanted to prevent the FBI from shitcaning them next to Hunter's laptop and Bobulinski's three cellphones.
