It seems you don't understand that pre-ordering has nothing to do with the publisher. Amazon is allowing people to pre-order assuming it will be available at some time. If the publisher never publishes the book, no Amazon pre-orders will be filled. The question is whether the hold on publishing is temporary or whether the book will never be released.
