The bottom line is if YOU sign on a note and promise to pay your loan back then don't expect your neighbor to pay it back for you because maybe they would like to spend the money they earned instead of you spending it. You are very naive about how our government operates. See the Budget and Accounting Act which is how the budget is actually created. Only knowing what the Constitution says on this subject (and many others) leaves you very uninformed.

Only knowing what the Constitution says would leave you with zero knowledge of political parties, popular votes for electors, judicial review, congressional districts.......and "others"
