All any President needs to do is say, these documents are declassified. End of story... period. The President doesn’t need to write it down, he doesn’t even need to tell anyone. If the President says it’s declassified... move on, no story here. There are no clear procedures for the President to Declassify anything.

The supreme court had already ruled on it. Presidents can declassify anything they want... if President Trump said he declassified all of those documents, then he did exactly that.
