It didn't so long as the users continued to find and develop new and alternate sources of water. The historical big user of these sources was Southern and middle California. The state and users did little towards developing better conservation methods or increasing sources. Instead, they simply drained what sources existed without thought. The result now is that California is facing the most severe drought conditions and having to take the most draconian measures to counter it.

While Arizona and Nevada have issues theirs are nowhere near as dire as California's.

They are introducing drip irrigation more and more, but
it's expensive so smaller producers may go to the wall.

Reverse Osmosis systems could be an answer as well, however I don't know how the economics stack up against desalination plants.

Not economical. It won't produce enough water, and the process requires power which the SDTC also is very short of (and will soon be effectively OUT of it). The SDTC screwed itself, particularly in the Los Angeles basin and in San Francisco.
