Biden rightfully figured that it would be a better deal to complete it than to just let those billions of tax dollars sit there wasted.
Besides, Trump already wasted all that money on his half-assed attempt at building a wall, so might as well finish it.
Doesn't mean it was a good idea, nor does it amount to an admission of anything.

Who is angry? Most are thrilled but wondering why they allowed a couple of million illegals, and tons of fentanyl and other drugs into this country.
Clearly, the actions of Abbot and DeSantis shipping a fraction of the illegals they deal with to DC and NYC had a visible effect on Brandon's handlers to finally do something. You never saw it on the shitshows you watch but Tucker Carlson had a field day playing Eric Adams and Bowser's multiple speeches telling anyone and everyone who wanted to come to their city because it was a sanctuary city and they would be safe only to be followed a few weeks later by them both screeching for help from the feds to fix the mess they have now found themselves in.

I find it odd that Bowser is now begging for the National Guard but when Trump asked for it on Jan. 3 2021 she and Pelosi told the WH it was not needed.

But Trump didn't do it late. Trump tried to build a wall from the get-go, but the Democrats refused to fund it. When Trump pulled funds from elsewhere in the federal budget to do so, the Democrats when hyper ballistic with rage.
Biden said during his campaign he would never build another foot of wall and then reiterated that once in office and immediately cancelled all the Trump era wall construction contracts. He went so far as to forbid selling the leftover materials to states like Texas who wanted to fund wall construction at the state level.
Now, two years into his term, Biden is building a wall because the border / illegal immigration / drugs / crime issue looms as one more thing that is dooming his party to massive defeat in the mid-terms. It's political expediency over principle and Biden is a total hypocrite.

Let me remind you that the Border Wall was Bill Clinton's idea and project. Most of the 800 miles of Border Fence was built during the Clinton Administration.
Trump built a total of 88 miles of additional fencing!
Over 100 miles of additional Border Fencing was installed during the Obama Administration.
Here, as usual, Republicans- and especially the TRUMPTARDED variety- always talk a lot of shit- BUT IT IS THE DEMOCRATS WHO ACTUALLY GETS THE SHIT DONE!

This is what replaced that during the Trump administration:
So, the old fence was little more than a basic barrier to vehicles and presented no obstacle to crossing on foot. The new wall presented an actual barrier to crossing be it in a vehicle or on foot.

Listen up- There have been many improvements to the original fencing, during every presidency since it was originally installed by the Clinton Administration.
What type of wall to be installed, depended on the type of terrain, the distance between the fence and nearest Highways, nearest water access, nearest food or shelter, etc.
You using Arizona as an example- Naturally the Border Patrol wanted to eliminate the possibility for vehicles to cross, but THOSE AREAS ARE IMPOSSIBLE FOR PEOPLE TO SURVIVE A TREK THROUGH THE DESERT TO THE NEAREST WATER. So all that is needed in those areas, are just barriers to prevent vehicles to be able to drive people across the border to safe havens.
This goes along with the same logic not to put a fence along the 3,359 miles of Texas Shoreline- BECAUSE THE GULF WATER IS ALREADY A SUFFICIENT BARRIER AND DETERRENT ITSELF.
