What's been "that way"? The growth of white supremacy in US politics? Sure, it's always been there along with the KKK, they simply evolved with the times. In a modern, electronic society, David Duke was smart enough to realize he had to adapt his ideology to fit. Most of their symbols remain the same while new ones emerge as hate groups grow.

The amount someone sues for is not the "settlement amount". Nuisance suits will many times be for unreasonable amounts of money, and then settle for tiny amounts of money. It is a trick to make the tiny amounts of money seem reasonable.
