Here's the thing: if this joker had no criminal record or record of psychiatric or psychological care and was of legal age, he has the right to have that gun and carry it (if his state allows...but now thanks to SCOTUS he can anyway).
You can't legislate against crazy...but you can make it more difficult for a crazy person or criminal to get a gun.

young age. Almost all of us had BB guns and then real guns around from 10-13. Usually a .410, .22, or 20 gauge.
Some kids had over-under guns, even.
