Good citizenship is a core value of the Empire, being the cause of global famine will not do. On the other hand they will continue to accuse America and the West of pushing for it. Note that the parties of this deal are Turkey, the UN, Russia and Ukraine.....the West is not included....being clear that the UN is now dominated by China.
The Chinese have proven more confused by all this, and not in control. There is no way they would have left their citizens in Ukraine knowing it was going to be invaded. And they do not control the UN.
Turkey on the other hand is sometimes a stand in for the USA. They got a guarantee that NATO ships could enforce the treaty, which includes the USA.
Not fabricating, but clearly Russia struck Odessa's port within a day of saying they would not.

I'm reading that there was minimal damage, nobody was killed and grain export facilities are intact. Ukrainians refuse to allow the scene to be documented. What was the point of this ' word-breaking attack ' ?

I did not think Russia would honor their word and unfortunately I was right. The US should tell Ukraine that we will give them long range HIMARS if Russia continues to block shipment or grain or attacks the port in Obelisk

Any attack on the port or ships makes insurance on the ships impossible to obtain.
True. However Russia would be violating Empire Rules if they are seen to be the cause of global famine, this must be successfully blamed on the West.

The pentagon just sent 4 more HIMARS to Ukraine totaling 16 so far. Russia is pulling back its storage depots because so many have been destroyed so far. We have just sent short range HIMARS not the long range HIMARS. Do you have any photographic proof of HIMAR destruction.

I saw a report that the Ukrainians are not actually running the systems, citizens of the West are.....something that the Empire has surely noted and will remember. America has already admitted to providing the targeting.

I heard Ukrainians were trained on HIMARS in a nearby NATO country. The training took about 3 weeks. HIMARS are reportedly fairly easy to use.
That is what the Ukrainians and the West would say, regardless of what the reality is.
