By the way.. You really should try reading the US Constitution.
This is part of the 14th amendment...

Section 5

The Congress shall have the power to enforce, by appropriate legislation, the provisions of this article.


So clearly, Congress has the power to pass laws that can be construed to create equal protection. That means Congress can pass laws that give same sex marriage equal protection.
