It's a great plan- albeit a tad short on detail.

The Ukrainian population has shown itself to be firmly behind Ukrainian independence, and willing to fight to defend it. It should be easy to come up with a million recruits. Training them will take time, but Ukraine is not quickly collapsing, so they have the time. They are trying to figure out how much time to train new recruits, and whether to do the bulk of it in country, or outside the country.

Arming the infantry with weapons is easy. Literally Belgium could do it alone. Belgium has the money, and capacity to make basic battle kit for a million troops. It might cost $2k per soldier, or $2 billion total. The other weapons that Ukraine needs are more complex to get, but arming a million infantry troops is easy.

That means that sometime in the first half of 2023, Ukraine will have a million troops. That is more than a three-to-one ratio with Russian troops, which means Ukraine will be tough to stop for the Russians.

Putin will have to decide then whether to do a general mobilization. If he does not, he loses the war. If he does, he admits he is losing the war to the Russian People.

If Putin was smart, he would negotiate a deal now, while he is ahead, but that is not his style.

You altered the BBC statement to say they were "so-called". Do you have any realistic reason to think they are not new recruits to the Ukrainian Army?

Yes, I believe them to be foreign fighters, mercenaries, not 'recruited' at all, any more than the Blackwater degenerates were US ' recruits '

Why would foreign mercenaries fight for the very poor Ukraine? Now Ukrainians fighting for Ukraine I can believe.
 
Ukraine has ordered a full mobilization so it's entirely plausible they could field one million men. How well they would be actually equipped and trained is open to question.

Putin is afraid to order a full mobilization of Russia. He is still trying to propagandize citizens of Russia that this is a "special operation", not a full blown war. Putin is keen to shield the citizens of Moscow and Saint Petersburg from the consequences of war, and there is reporting that the Russian military is focusing on recruiting and deploying soldiers from the non-Russian ethnic minorities and the autonomous republics; Chechens, Buryats, Tatars, Bashkirs, etc

Most Ukrainians speak very good Russian. They could simply surrender, but they chose not to. For good reasons or bad, they choose to defend Ukraine.

There is barely enough money for weapons, much less for mercenaries. Mercenaries willing to fight are hard to come by, as the Russians have learned the hard way. There will not be a million merceneries.

I am not claiming to read his mind, I am reading the assessments of independent Russian analysts publishing in independent Russian media.

You tend to acquire information from Kremlin state media.
