I've listened to that tape several times........I don't recall a cop saying anything, do you?.....
 
Where did I read that there were spent casings in the car? The picture shows a gun with the mag removed, a gold ring and unspent casing.

All the mass shootings were from nutjobs who, if screened regularly along with their annual physicals, could have been found to be depressed, schizo or whatever and treated before it resulted in a lot of needless deaths.

Most would be handled like those psych tests I posted; online, less than 30 minutes. There's some more sophisticated ones that could be available in a doctor's office. It should be as routine as blood pressure and peeing in a cup.
