Walker fucked himself in many ways. Whether or not the police were a little excessive in stopping him remains to be seen, but stopping and suddenly turning is bad enough. To have already appeared to have fired at police already is just asking to be shot...and it doesn't matter what color of ski mask a person is wearing either....
....although I can see how wearing a police ski mask could confuse most cops.
It's hard to tell if it's a gunshot or a reflection from the mirror.
Forensic evidence should be able to determine if a shot was fired in the car and/or any residue on Walker. The fact the magazine is out is funny and, IMO, indicates he was going to surrender. Running does not indicate so.
Did he have a previous criminal record? Wearing a mask in July and carrying a gun at night doesn't encourage confidence that he's an honest young man. Same for running from police either by car or on foot.
Forensics will also be able to determine most of the shots fired and when. Anyone shooting at him while he was down should have to answer for it.

The victim clearly made a bunch of mistakes here (leading the car chase, fleeing on foot, wearing a ski mask -- I'm not going to believe the excuses of, "He had a gun in the car that might have fired during the chase. He looked like he might have been reaching for his pants while he ran," until the police can prove them.
More importantly, how does it take 8 officers 60 bullets to take down one man who ran a traffic stop? Why can't we get trained police officers?

60 holes does not equal 60 hits. Depending upon his size and weight versus the caliber, 9mm, many of the holes can be matched entry and exit.
