I'm for a meritocracy myself. I don't agree that some know-nothing dumbass should be my equal at the ballot-box. That's not arrogance- that's fairness.
I bet you would favor equality if the meritocracy test determines you are not one of the ones who deserves to vote.

No- everybody gets to vote- but there are criteria by which some people get more votes than others, educational standards being the primary requirement .
Look at it this way- most dumbasses don't even bother to vote at all and most people already look up to higher educational qualifications. That would be reflected in a meritocracy.
Nobody goes without a vote though.
