True, but who controls the budget of those Federal prosecutors? LOL
The president controls administering the budget after Congress passes the appropriations bill. I'm sure they can shift around money to cover any investigation. The Justice Department has a certain amount of independence from political influences. Money will be the least worry for any prosecution of Trump.
And, don't forget the "Deep State." (oops, I better state this is a joke before somebody thinks I am serious).
I'm not as certain as you are given how many crimes by politicians go unpunished. Not just Republicans either.
Those crimes did not go unpunished because the DJ did not have the funds. Many politicians have been punished so influence did not stop their prosecution.

The FBI said they didn't find criminal intent. They probably doubted they could get a conviction.
