Congress has no inclination to spend less.
Here's why:
Government has no profit motive. They have no profit. They have to tax, borrow, or print money to function. This means their metric of success isn't the same as a business.
Their metric of success is justification for their existence. They must appear to come in like the cavalry to save the 'situation', whatever that 'situation' is. It also means they never solve 'the situation or problem', because to do so would remove their justification. They just try to appear to be 'trying to solve the problem', without ever actually solving it. As long as the problem remains, they can continue to justify themselves.
It doesn't matter if the 'problem' is a manufactured one. Any crisis will do, even a fake one.
The first purpose of any government or any government committee, program, or department is to justify itself. If they fail to do so, that government, committee, program, or department would simply be eliminated. No committee, program, department, or government wants that, so once created, they continue to exist solely to justify itself. That's why you never see a government program or department just disappear. Government keeps growing and growing, bit by bit, program by program, department by department, each out to justify itself. Each out to expand into new programs, departments, etc.
Like a cancer, it only consumes, it doesn't produce anything useful. It just grows larger and larger, like a tumor. Sooner or later, that tumor must be cut away. This was, in fact, the driving force behind the revolutionary war, when the colonies rejected rule from Britain. This was also the driving force behind the French Revolution, resulting in horrors rarely seen in this world.
When elections work, they can act as a controlling factor in the inevitable expansion of government. If election fraud results in elections not be trustworthy anymore, there is only one option left...and it ain't pretty.
Democrats are playing a VERY dangerous game fucking around with election fraud.
I like the more succinct "vote buying" but thats not right anymore as votes now seem to not stay bought.
Kinda like how paid for Non Disclosure Agreements now get routinely ignored by the courts at the behest of the Victim Culture Cult.

For the simple reason as described above. Sure, individual politicans have no trouble sniping a few dollars from bribes, but the first purpose must remain in force. This is why bribes never stay bought.
No, it's because such agreements are signed under duress, invalidating them.

It's not about feeding them. People feed themselves. These people have farms or relatives with farms.
It's about locking up the dissidents (or perceived dissidents), and about irrational fear.

You get accepted for a job. You MUST sign a nondisclosure agreement to take on that job. You have no choice. Failure to do so places your income at risk from that job. That's duress, dude.
Signing under duress invalidates any such agreement.
