Why would any company, foreign or domestic, want to increase production when all the Rich White countries are at war with the fossil fuel industry?
In a pro fossil fuel environment, oil companies would increase production to grab more of market share from their competitors. Have you ever owned a business?

Increased production wont lower prices as demand is maxed out ( possible shortages coming)
But you cant flip a switch and just turn on more refining capacity -as the OP says Big Oil is worried Biden will do some more schizophrenia mood changes and then go after oil production

I already acknowledged it would be exported and drive down global prices. The Gulf refineries export about 2/3s of their product. They also imported about 3 million bpd in 2016.

Gulf refineries are built to refine heavy and sour (high sulfur ) crude. They buy the crude at a discount and refine it. Canada western slope produces heavy and sour crude and the XL pipeline was designed to ship it to the Gulf coast where it could be refined. So we export sweet crude which is sold at a premium and import heavy crude which we buy at a discount.
