The way the form is worded, the question isn't whether you have ever been addicted, but whether you are currently addicted. If they want to make it so anyone has to report any past drug use, they can change the form, but as it's currently worded, anyone who isn't currently using/addicted can say no.

For example, his kid by his third wife did nothing to make himself a topic for political fights, so I left him out of it.
