90% of the students were Hispanic, while about a third of the police were Hispanic. Many of the students spoke Spanish at home. Many of the Hispanic police officers did not speak Spanish at all.
What has worked well is defund the police, lay all of them off, refund the police, hire back the reasonable ones, and a lot of other police, and go from there.
When a police force becomes extremely corrupt, there is almost no way to save it. Just firing the police that have been proven guilty beyond a reasonable doubt will not do it.
