The state government of Louisiana says EV's and hybrids aren't paying their fair share of road use taxes mostly paid by gasoline sales. The legislature there just passed a bill that will impose a tax of $110 annually on an EV and $60 on a hybrid for road use. So, on top of paying more for your car, you get no tax break from not using gasoline...

Difference. Your analogy is wrong and amounts to nothing but a thought terminating cliche. There is ZERO technological reason we need to go to battery cars. The ONLY reason they are being pushed is political environmentalism, almost entirely from the Left. That's it. There is no inherent advantage in a EV over a ICE car. If anything, environmentalism aside, EV's are at a disadvantage to ICE vehicles in most respects.
So, for what reason(s) should we adopt EV's other than because of the demands of radical environmentalists?

An EV costs on average $0.04 per mile for the electricity. Currently an ICE vehicle that gets 30mpg will cost about $0.13. Adding in the cost of the use tax for the EV adds about $.011 per mile
So you pay a 20% premium on the car and then get an annual savings of $900.
Buying a Nissan Leaf vs a Honda Fit
Leaf - $27,000 - $7,500 tax credit - $19,500
Fit - $16,000
Difference of $3,500
Annual fuel costs for 10,000 miles
Leaf - $400
Fit - $1300
Leaf saves $900 per year in fuel
Annual oil change/air filter savings
Leaf - $0
Fit - $150
Leaf saves by needing no oil changes.
By year four the Leaf has cost you less than buying the Fit. Pretty simple math for anyone that keeps their car for the average 6 years.
Factor that $7,500 back in because that's OPM and a government bribe. It isn't Monopoly money like you make it out to be.
So now the Leaf is cheaper than a Fit if you keep your car for over 8 years since you save $1050 a year in fuel and oil, a $600 brake job and $1800 for spark plugs and other fluids needed for the 30K, 60K and 90K maintenance.
The math is pretty easy for someone willing to do it. (Assumes all other maintenance is the same but one extra brake job because the fit has regenerative braking.)
Leaf - $27000
Fit - $16000 + (8 x 1050) + 600 + 1800 = $26800
