Fake Federal Agents-How did they even-?

Were these guys acting alone, or are they foreign agents? This is a weird one.

They were caught by a postal inspector. They had possibly witnessed a car accident with a postal truck, and were briefly questioned by a postal inspector. He immediately spotted something was wrong.

So a bunch of Secret Service agents spent hundreds of hours with this fakes, and noticed nothing wrong, but a postal inspector sees through their whole sham in minutes? If their crime had involved mail fraud, maybe, but this is just weird.
