When ANYTHING is done for political reasons, at least part of the intention is to deceive, convince or convert.

The DHS is a political organization and EVERY person in it is a human being with beliefs and biases.

There is nothing that comes out of DHS that is NOT political. There is no reaction, change or alteration of any product that comes from DHS that is not political to some extent.

Asking why anything that is politically motivated happens reveals immediately that at least a part of the motivation was political.
