You didn't read it if you are saying "maybe". The article makes it clear that they utilize the strategy. Now whether they do it against conservatives more often than to "liberals" may be a "maybe" but even that isn't really, it is based on simple experience and what they call "misinformation" (much of what they call misinformation are simply opinions that they do not agree with).
When they do this to the site, it is invariably for post titles form folks on the right part of the spectrum. Whether it is a ban, or a shadow ban.
