Last time people "tolerated" the Nazi edicts, MILLIONS OF INNOCENT PEOPLE WERE MURDERED for no other reason than they existed and weren't personally liked.

And WTF does Hitler have to do with the problem of homelessness? As I said, placing fines on folk that can't afford to pay is not the solution....but rather than find one (setting up group homes by refurbishing abandoned buildings, improving social services/job placement, etc.) , POS like Niceley want to segway into debtor's prisons and prison labor (work fare sounds much nicer).
