So some other party has to step in. NATO should do it

See, sometimes the answer is the one that's the most simple. And this is one of those times. Sorry - no "shades of grey" here. There are good guys, and there IS a bad guy.

"Predicate" is meaningless in this instance. An independent country can choose its allies - Putin has no say in that. He has no excuse. This is a war of choice, and it's one man's war. And only one man can really stop it.
