The two major bottlenecks at Pacific ports are:

Unions
The state of California.

The ports can handle the traffic, if they run 24/7 and aren't subject to heavy handed union rules. Then you have the state of California coming in with all sorts of environmental and other regulations that cripple operations. The two between them hamstrung the ports. This problem wasn't occurring on the Atlantic side of the country.
