Hanson was one of 8 who were presidents during the Articles. They were presidents of the US. We rewrote the articles into the Constitution but did not rewrite history. Maybe we did.
The Articles had a much weaker legislative with a figurehead-level president. It could not raise taxes or regulate commerce. It depended on a "league of friendship " to defend the country, and ensure general welfare.
In short, much like what the Repubs want now.
It was still America Franklin wrote the Articles.
