He's kind of doing that. Politically, cutting off Russia's oil is as risky as it gets, and could backfire in a big way.

Bungling Biden bowed to reality until his harried handlers realized his pro-Putin policy was politically untenable, so they pulled his puppet strings and he proclaimed that he would only buy oil from famously-free benignly benevolent countries like Saudi Arabia, Venezuela, and Iran.
