He didn't need to 'shoot them off'. He knows they work, so he just built a shitload of them after trump surrendered.

But that same person, who spoke on the condition of anonymity to talk candidly about internal discussions, noted Trump is unlikely to change his stance toward North Korea unless it tests a new ICBM or a nuclear device.


Of course, Kim tested plenty of short range missiles, which is why trump never included them in his 'Fire and Fury' bluff.

According your link it was a self-imposed moratorium and trump's not even mentioned.

The answer is that he did launch in 2017 before the self-imposed moratorium.
