Personally, I don't care if they do it or not, but I'd say it's mostly coddling drug addicts rather than addressing their problems. It will also create problems as an attractive nuisance. That is, if drug addicts have to gather at some location, the problems they bring with that are going to be present too.

It's much better for society and addicts to get treated as a public health issue.
But because of the law (such as you cited) and atititude, we default to "war on drugs" mindless mantras

One cant just set up Needle Park and walk away from responsibility.
if you want to alleviate drug crime/addiction homeless problems it takes a commitment and resources
we dont want to make any committment other then "kits" and a shooting gallery so addicts remain underserved and criminal to support their habit
