Huh?

Rittenhouse was attacked by three people who came at him directly. One hit him twice with a skateboard. He was also kicked by a fourth assailant. Rittenhouse had no formal police training in use of force. Rittenhouse then tried to turn himself into police.

Babbitt was climbing through a window with her back turned to the officer that shot her. He didn't give a verbal warning or command, made no attempt to control her prior to firing, and was completely in violation of federal use of force standards. Long version short, the officer was completely negligent in his use of force and for all intents murdered Babbitt shooting her in the back when she presented no immediate threat whatsoever to him. As a police officer, he should have known better from his training. The officer involved here, fled the scene immediately after shooting Babbitt and hid behind internal processes that shielded even identifying him afterwards.

That doesn't mean an officer can randomly shoot her. There is a federal use of force model he has to follow. He didn't. He completely ignored it and his training (assuming it was any good at all) and fired on a person he shouldn't have fired on. He is totally at fault for not using force properly.
