There already is a pipeline that carries sludge from Alberta to the US; so much in fact that it's discounted.
Building KXL would have removed that discount and increased the price of sludge to that of imported crude, which would result in $2-$3B more costs to US consumers.

And fracking isn't oil production, it's natural gas. So now you're screwing up two different things instead of just one.
And the price of Natural gas is at an all-time low because of oversupply.
