I see a horseman leaned over in trying to drive his horse in the direction of the target. In this instance, a person trying to break through the border. No doubt, he’s had plenty of practice herding cattle. And he would never use his split rein on the cattle and there’s zero reason OR EVIDENCE that he’s improperly using it in this instance. Irrespective, of the camera angle.
