Bill Cosby, in the picture you show, was convicted of rape beyond a reasonable doubt. Unfortunately, a Republican politician gave him immunity so he could lie in a civil trial. Usually immunity is only given for the good of society, and I see no good in Cosby not paying his victims. But a Republican politician handed Cosby a technicality, so now he is free to go back to raping women.

Quaaludes still exist, as does "blow"(also known as cocaine). I never used either, and certainly would not even consider using either on a woman to rape her.
While Quaalude became more difficult to get as they became progressively more illegal, they are still available. Cosby was still able to get them decades after domestic production of them ended.
There are hundreds of thousands of nonviolent old age convicts stuck in American prisons. Cosby is a violent criminal, with a lot of money to perpetrate his crime, and lots of Viagra.
