The difference between the two is that the reactor is an active production machine of radioactivity that is controlled with control rods of lead. The nuclear weapon is inert radioactive material that isn't activated until the process of detonation

So the neighbor decided to buy a nuclear weapon with millions of dollars just to store it in his basement? That's it?

I guess people have no right to know if their neighbors store nerve gas canisters in their basements. They're very responsible, mind you. But there's this pesky thing called earthquake or some other shitty happening.
