Based on the victims, blacks are more likely to be killed by whites than whites are by blacks if we assume murders are committed at the rate of the suspects arrested. Whites commit 48% of murders but whites make up only 37% of victims. That means whites have to be killing blacks at a higher rate than blacks are killing whites. (Ignoring the fact that you don't actually have complete data.)
