Why hasn't President Biden declared a national emergency to handle this extraterrestrial threat?

What makes you think Biden would be so inclined? He's as much part of the machine as was every othe President. Even Carter, who admitted seeing a UFO, did not publically push it. To a degree, they are on the best interest of national security and such to "not cause a panic".

Carter said he saw one and did not talk about it. Reagan was clear about his sighting, but it was not out in public either.

Not if it was true and all the government agencies and other nations knew about it. OTOH, I agree that everyone would think it's fucking nuts because there's no evidence of extraterrestrial life.

Not entertaining to the military who have to deal with these things, as I and others have shown. Or the people who have had their professional and personal credibility ruined by mis-information campaigns and skeptics. I for one, am not so much "entertained" by the constant BS of skeptics as I am annoyed at their denial of evidence, willful ignorance and insipid stubbornness.

In late December 1980, there was a series of unexplained lights near Rendlesham Forest, Suffolk, England which have become linked with claims of UFO landings. The events occurred just outside RAF Woodbridge, which was used at the time by the United States Air Force.

That is not how the scientific method works.

But I am not going to begrudge your belief in extraterrestrial aliens visiting our planet. I would really hope there is life elsewhere in the universe.

Observations of weird lights, unexplained radar contacts, crop circles, visual contact with seemingly weird flying objects are all observations.

They do not establish as a factual basis that these phenomena are spaceships being piloted by aliens.
 
From an early age we've been programmed to believe that celestials will destroy us and pillage earth, but that's human behavior projected on imaginary beings that only government can protect us from. Advanced intelligent life may be beyond stealing and killing and are exploring the milky way looking for other intelligent life. If by chance they came across earth, they may not waste their time on a planet so determined to destroy itself.
 
The interesting scientific question here is how space aliens would have managed to circumvent special relativity and travel faster than the speed of light. It defies all the known physics we have ever observed.
