No, but the investigation into the RW terrorists and their supporters will undoubtedly include looking into the part of foreigners, either in the US or abroad, who have been fomenting dissent and advocating violence, in the US.
It's to both China and Russia's advantage to have Americans killing Americans and for Americans to distrust their government to the point of seeking to overthrow it. Both China and Russia will act in their best interests even if it means supporting radicals regardless of their political polarity.
