"Each State shall appoint, in such Manner as the Legislature thereof may direct, a Number of Electors, equal to the whole Number of Senators and Representatives to which the State may be entitled in the Congress: but no Senator or Representative, or Person holding an Office of Trust or Profit under the United States, shall be appointed an Elector."
The States don't even have to hold an election. They appointed electors, done.

"shall be prescribed in each State by the Legislature thereof" If they had wanted to make changes, the matter would have to have hearings, meetings and votes to do it by creating a new LAW!
They did not change it by proper legal procedures. It would have been too time consuming to do it the right way. The legislatures right was simply taken away from them!

The determination of whether a state acted illegally is made by the authorities of that state--not the federal courts.
Making variations and adjustments due to the pandemic or questionable mail service is within the discretionary power of those administering the election (Georgia even has an Elections Board for this purpose).
What you are saying is that if an election is scheduled for Friday in New Orleans and a hurricane is coming and an evacuation is ordered, they could not delay the vote until after the storm has passed unless the state legislature is called into session and votes to delay the date of the election. That makes no common sense.
The courts of those states ruled any changes in procedure would not cause enough change in the election results to make a difference; no harm, no foul. You don't throw out an entire election when it made no difference.
Yes there was a certain place. But, this way is much more weighty. It's a DIRECT connection to the Constitution rather than
messing with lawyers, judges while eating up precious time.
And, it DOES involve Federal courts because the violation of the US Constitution is a federal matter.
You're overthinking this. It's a simple job and responsibility of the SL's.
He is claiming the electors casting their votes on Dec 14 never happened; or, that if it happened it did not constitute the electoral college and they did not case electoral votes.
The SL make the laws, they do not administer it. The rules and regulations in legislative laws is not that detailed. The details are left to the agency administering those laws on a daily basis. That is the way all government words.
The Constitution gives Congress the power to pass tariffs, but the president actually determines when a tariff is to be applied. Congress gave the president the power to spend funds on an emergency basis for defense, but the president chose to use that money for the wall, instead. Did the president act unconstitutionally by applying tariffs or spending the money on the wall (fence)?
If the states acted unconstitutionally for changing the rules that makes all the state legislators, members of Congress, and everybody else elected on Nov 4. All the Republicans yelling fraud were elected under those same rules.
