rules that lawmakers take an oath to uphold. They lied in their oath and have now happily flaunted their disobedience.
The states which openly and purposefully took the job away from the state legislatures to direct the selection of electors have violated the law.
This can disqualify them. Very simple. Art. 2 Sec. 1 Clause 2.
The states and the Feds have done so.

What you are saying is that if an election is scheduled for Friday in New Orleans and a hurricane is coming and an evacuation is ordered, they could not delay the vote until after the storm has passed unless the state legislature is called into session and votes to delay the date of the election. That makes no common sense.

The courts of those states ruled any changes in procedure would not cause enough change in the election results to make a difference; no harm, no foul. You don't throw out an entire election when it made no difference.

The SL make the laws, they do not administer it. The rules and regulations in legislative laws is not that detailed. The details are left to the agency administering those laws on a daily basis. That is the way all government words.

The Constitution gives Congress the power to pass tariffs, but the president actually determines when a tariff is to be applied. Congress gave the president the power to spend funds on an emergency basis for defense, but the president chose to use that money for the wall, instead. Did the president act unconstitutionally by applying tariffs or spending the money on the wall (fence)?

If the states acted unconstitutionally for changing the rules that makes all the state legislators, members of Congress, and everybody else elected on Nov 4. All the Republicans yelling fraud were elected under those same rules.
