Nope. There can be no Federal law that supercedes the Constitution. The State legislatures have full plenary power.

Notice that the text you cited does not require the governor to certify anything. It levies onto the governor the responsibility to send a letter via registered mail to Congress. The governor has no involvement in the selection of electors.

Even better, Georgia sent Republican electors' ballots along with the Democrat elector ballots in case they change their mind ... which they can do at any point prior to the January 6th vote.
 
It would seem all but certain any attempted challenges to any of the states' electors will fail, simply because Democrats hold the House majority and would not vote to overturn any of Democrat Biden's electors.

There are many, many steps. The one that you are missing is what happens when a State legislature changes its mind prior to January 6th. It's like you blot it out of your mind entirely.

So rather than force yourself to abandon your denial entirely, just tune in in three days and see. Just don't ask "Why didn't anyone ever tell me?"

Exactly, but any State legislature can change its mind right up to the vote on January 6th. Of course there is no changing one's mind after the vote.

This is why Biden will not get 306 votes.

I would never even imply such a thing. All I am saying is that there is no shortage of people who sell "PhD in English" diplomas for a nominal fee because there is no shortage of people gullible enough to buy them.
