Nope. There can be no Federal law that supercedes the Constitution. The State legislatures have full plenary power.Federal law dictates the governor certify those electoral votes.
Notice that the text you cited does not require the governor to certify anything. It levies onto the governor the responsibility to send a letter via registered mail to Congress. The governor has no involvement in the selection of electors.
