They tried to pass plenty of other stuff that was filibustered yet this didn't make the cut. Why? And keep in mind that this same (or very similar bill) passed the House with a majority of Democrats voting in favor of it so it isn't as though there were no Democrats that would possibly vote for the bill if it came up for a vote.

Finally, Barney Frank introduced a similar bill in 2007 that passed the House.

And Schumer and Dodd can say whatever they want. They were members of the minority party with zero power to dictate what bills went to the floor. There were numerous bills that went up for a vote that were successfully filibustered. This wasn't one of them. It didn't come up for a vote because Frist never brought it up when he had the chance. He did bring up plenty of other stuff though in the face of a filibuster, including the estate tax repeal (twice), the Bolton nomination (twice), two separate tort reform bills, a bill concerning interstate abortion and several immigration bills.
