Ok, so then you realize that president-elects are ALWAYS declared when there's no mathematical route to victory for the opponent, and you also realize that the transition period is incredibly critical to make sure the new administration can protect national security.

Hillary conceded Nov. 9th, immediately after the election, when the margin of victory for Trump was MUCH closer in PA, WI and MI.

Technically, no one has won, but even so, as in 2000 no one technically won, and this election is no where near comparable to 2000, but Clinton allowed the Bush transition team access for a smooth transfer of power just in case Bush won
