It has a democratic government, but they lack transparency on many things. Still, they certainly are closer to a true representative government than China is.
Russia has multiple parties in the legislature, for example. In China, you technically can be part of a party other than the CCP, but you're not going to have any real power doing so. And if it looks like you are becoming a threat to the CCP's dominance in even the slightest way, bad things will happen to you. The Falun Gong have found this out the hard way.
So yes, compared to China, Russia is far more evolved in terms of freedoms.

The key point, obviously, is that Putin, having been trained in the USSR secret service, loves to plot and interfere with elections in hostile countries so that they elect incompetents like Trump. Faced with an experienced statesman like Mr Biden he will have to do some new plotting. Russia has got weaker, just as has the US, and I think people with any sense will concentrate on China - nastier than even Trump or Putin but a bloody sight more efficient and more threatening.

As I've pointed out before, whether or not a country is a democracy has no real bearing on whether we designate a country as an ally. So, the degree to which Russia is a true democracy isn't relevant. If you want to consider them a "hostile enemy" because of their geopolitical interests, then that makes sense to an extent. I still wouldn't consider them as hostile as China, however.
