If that doesn’t work, President-elect Biden said he would turn to mayors and county executives to institute local mandates.

President-elect Biden will also direct the CDC to provide communities with evidence-based guidance on when to close some business or schools depending on the degree of viral spread.

The CDC would be empowered to guide states when to place appropriate restrictions on gathering sizes and when to issue stay-at-home orders.

I wouldn't get your hopes up. I'd love some normalcy but implementing a vaccine is going to be an estranged and difficult task for America. Anti-vaxxers. Weird Christians that have said they won't take it because they are convinced it will be made with fetal cells, as if that makes any sense. COVID mutations and limitations of antibodies won't let this be a one and done, it will be a constantly changing thing with updates to vaccines that may need to be taken annually like flu shots. This country couldn't even handle implementing preventative measures with regressing to children. How's the same child going to handle taking its medicine? This vaccine will likely do wonders for other countries but it won't in America unless they wake up and smell the coffee.

It depends. As noted previously, cutting safety standards made some drug companies, including Pfizer, concerned about liability. Unlike the delusional Trump, Pfizer and several other pharmaceutical companies knew he wouldn't be President forever and couldn't protect them against future liability.
