Actually Philly is starting at 7 A.M. tomorrow. They can start counting as soon as the polls open on Tuesday. So they'll get a good head start. The equipment has been upgraded as well. Of course, Republicans managed to eliminate legitimate ballots where the voter forgot to use the privacy sleeve, but that won't be enough to keep Trump from losing. He's likely going to need to cheat his way to about a half a million votes. Don't think he can do it.

There is a reason they can change their vote up to election day, it is because they literally do not allow them to start counting them until after the polls close. Then they have to open, verify signatures, anonymize the ballot (remove the ballots from their identifying sources like signatures on ballot envelopes, names, etc.) so that they can be anonymous, then finally they can run them through the machines.

So up until election day the ballot has to remain unopened otherwise the "anonymous ballot" system becomes compromised. They remain unopened and placed somewhere that they can find them again... so you can come in, spoil that ballot, get a new ballot and vote the new ballot.
 
Mail-in is not counted until the election day votes are. There is no plot. We have had far, far more mail in that ever before. The Trump virus has scared a lot of people from working polls. This is a unique situation. Processing the millions of mail-ins is labor-intensive. It will take some extra time. No plot is needed.
