Using common sense, what is the difference between cooperation and collusion?

This isn't a question of 'would'. It's a question of 'could'. What is being suggested is that the President is free to kill someone and the DOJ would be powerless to do anything about it until the President was removed from office by Congress. I would suggest that is not a reasonable inference from any legal standpoint. The DOJ made the policy out of whole cloth. It needs to be modified.

Yes. I never stated whether the policy was correct or wise. I was only citing Mueller's reason for not bringing indictment against President Trump.

According to the right, Bill Clinton meeting Loretta Lynch on an airport tarmac is collusion, or foreign nations contributing to the Clinton Foundation is collusion, beyond collusion, a whole series of colluding conspiracies, but applying their logic, how is Trump’s campaign manager directly cooperating with Russians not collusion?

Watching Mueller’s testimony it became apparent he was too focused on presenting himself as a non involved entity even though the evidence was overwhelming. It allowed billy barr and the right wing media to frame the reports conclusions

I also believe both the Bush and Gore campaigns did the same in 2000, turned evidence over to the FBI
 
Well, that’s the narrative, but if true he shouldn’t have been so wishy washy in his conclusions, leave enough room for such as billy barr to frame it differently.
Mueller’s big mistake was he trusted the system and Congress to do the right thing. We all learned our lesson and this revealed the flaws in our system.
