Yes, they have been sucking that dry.. It is part of a international agreement, although I can't recall off the top what it is called, so it wasn't negotiated between the two nations directly.....

You would have to post proof that they received not a penny if taxpayer money because that's an incredible claim and I simply doubt it so the burden of proof is on you.
