Maybe it was done to try to reduce domestic violence. Jacksonville is no stranger to violence. That is where the white guy with a gun and an attitude shot up a car full of black teens, killing one, and setting off a very controversial trial. He said he was standing his ground because he felt threatened by the teens who were playing loud music. Yeah, right.
