Of course it did. It says no state shall deny a person life, liberty, or property without due process. A state deprived a person of free speech which deprived them of liberty thereby incorporating free speech to apply to the states for the first time.

Since then all the 1st Amendment freedoms have been made applicable to the states. If they didn't restrict the states the courts would not have found the many state laws unconstitutional which violate those freedoms.

And why would that be? Because Conservatives have prevented any election security from even getting a vote in the Senate. Now, why would they do that? Either because they are trying to rig the election, or setting the stage to de-legitimize them once they lose bigly.
